Enterprise Operations and Technology (EO&T) is tightly integrated with Citi’s businesses and plays a central role in driving value for the firm as well as its clients. It provides a foundation for infrastructure, technology, processes and people that enable Citi to achieve its day-to-day operational and its long-term growth goals. As measured by transaction volumes and customer touch points alone, Citi’s global O&T is one of the largest single organizations in the world.

The mission of the Operations & Technology Risk and Controls (OTRC) organization in Citi is to support the identification, assessment, and management / mitigation of risk across O&T related to franchise, reputational, and client risks.  Within OTRC, the EO&T MCA Governance Team is responsible for the centralized oversight of the EO&T MCA program, as per the Operational Risk Management (ORM) policy and standards.

This position will report to the O&T Risk Management Process / EO&T MCA Governance Lead and will be accountable for consistent and timely execution of transformation initiatives associated with GRC, working closely with global and regional teams to ensure effective implementation.  Responsibilities include identifying and managing interdependencies between initiatives and “business as usual” operational risk assessment activities, and providing transparency to senior leaders and stakeholders. This role is accountable for the effective implementation of Governance Risk and Compliance (GRC) transformation activities for Assessment Units aligned to EO&T.

The position requires a solid conceptual/practical grounding in both Operational and Compliance risk stripes as well as current Risk and Control Self Assessment (RCSA) requirements and activities.

Key Responsibilities

  • Develop and maintain strong working relationships with Business & Function Risk Control Leads

  • Look across programs, initiatives and BAU activities to identify related and interdependent elements and provide recommendations, where needed, to achieve greater effectiveness and efficiency

  • Continuously ensure that GRC transformation activities provide clarity in roles and responsibilities and have appropriately identified, and are engaging, all relevant Citi stakeholders with appropriate accountability to ensure effective implementation and ongoing executional excellence

  • Escalate any concerns related to program structure and/or insufficient accountability, as needed

  • Drive and accelerate execution and address milestone delays with transparent communication to leadership

  • Ensure closure and change management of initiative deliverables to confirm quality and adequacy of deliverables against target state, including coordination across organizations and lines of defense as required

  • Escalate appropriately and timely any concerns that could put timeliness/completeness of deliverables at risk

  • Understand and articulate the unique needs and risks associated with EO&T

Qualifications:

  • 10+ years broad experience in operational risk and/or transformation roles including in managing large complex projects related to operational risk

  • Demonstrates consistent track record of having worked as a Program or Project Manager, or working on large, strategic cross-functional projects

  • Specific subject matter expertise regarding transformation and program management disciplines and a strong business understanding of O&T preferred

  • General understanding of relevant banking regulation and supervisory expectations for large complex financial institutions

  • Track record of managing internal relationships and demonstrated experience in leading sustained change and change management efforts

  • Demonstrated ability to think strategically, analytically, and creatively problem solve

  • Strong interpersonal skills, with evidence of working in collaboration across large organizations, including a proactive and 'no surprises' approach in communicating issues/requests

  • Strong leadership skills with a proven track record in driving positive and sustained change

  • Continuous improvement mind-set – assess impact of actions and adjust as needed; simplify and standardize at every opportunity

  • Understand how your work contributes to other work across Citi / understand downstream impacts of decisions made

  • Proactively seek opportunities to enhance and strengthen infrastructure and controls in a way that: drives value, enables the build of better product and services and balances risks and returns/growth

  • Previous Supervisory/Management experience Is a plus

Education:

Bachelor’s/University degree or equivalent relevant business experience preferred
